The Master Picklock perk card is unlocked at level 40 in Fallout 76, while the Expert Picklock card unlocks at level 19. Keep in mind, you’ll need to have all three Picklock perk cards equipped in order to increase your lockpicking skill to level 3 in Fallout 76.5 Nov 2018
